Introduction

Promoting energy efficient and low-carbon buildings is an essential measure to achieve transition towards low carbon/decarbonized society in the ASEAN region. Buildings are used for the long term, and those with more energy efficiency performances are expected to contribute to GHG reduction over the medium and long term.

Current energy efficiency measures cannot achieve the COP21 requirements for the reduction of global warming gasses. Therefore, the more drastic measures have to be implemented.

A Zero Energy Building (ZEB) is a building where the net energy consumption is significantly reduced by combining energy saving and renewable energy technologies, its final goal being Net Zero Energy. The ZEB can be achieved through step-by-step approach of energy efficient measures and low carbon technology in buildings.

Collaborative platforms and ecosystems for ZEB are the key to their success. In the collaboration between public and private sectors, it is important to accelerate the transitions to ZEB through ASEAN-wide activities.

Background

ZEB Ready as a new subcategory of ASEAN Energy Awards

The ASEAN Member States (AMS) agreed to add Zero Energy Building (ZEB) Ready as a new subcategory of the ASEAN Energy Awards under the Energy Efficient Building category, starting in 2019.

Winners of ASEAN Energy Awards 2020 in the Zero Energy Building Sub-Category.

1st CEFIA Forum

In Makati City, the Philippines, on 26 November 2019, the Japanese Business Alliance for Smart Energy Worldwide (JASE-W), Malaysia's Sustainable Energy Development Authority (SEDA), and the National President of the United Architects of Philippines (UAP) had a pre-discussion to facilitate transitions towards ZEB for decarbonizing the ASEAN the day before the 1st CEFIA Forum.

In the session 2: “Introduction of flagship projects ideas” of the 1st CEFIA Forum, JASE-W and SEDA  jointly made presentation on facilitating transitions towards Zero Energy Building (ZEB) for decarbonizing the ASEAN.

SEDA and JASE-W have concluded a memorandum of understanding regarding the energy conservation and efficiency, especially in the development of Zero Energy Building in Malaysia.
