    Mr. Enrique I. Florencio
    Group Head, Operations & Sustainability Officer,
    Association of Development Financing Institutions in Asia and the Pacific (ADFIAP)

     

    A Certified Sustainability Assurance Practitioner (GRI & Accountability 1000) and has extensive experience in sustainability reporting and management workshops. He has participated both as a Board of Trustee and Member of various national organizations and activities relating to the development and promotion of ICT and CSR in the country, one of which is the Philippine Society of Information Technology Educators, (PSITE) where he has been an active member and trustee for more than a decade. He is also an active technical member of the Human Capital Development Group of the Department of Information and Communications Technology (DICT) and the Sustainability Strategics Consulting. He has published a primer on ICT in Education and prepared various sustainability repots of known corporations in the country.

    Mr. Siddhartha Shah
    Director, Advisory Division 2: Office of PPP, Manila,
    Asian Development Bank (ADB)

     

    Mr. SIDDHARTHA SHAH is Director, Advisory Division 2: Office of PPP, Manila since June 2016 to present.
    He is leading a team which provides transaction advisory service to public sector, SOE and select private sector clients. Scope includes project definition, project preparation, tendering, negotiations, commercial and financial close, and project monitoring. The geographic area of coverage is from Myanmar onwards covering South East Asia, East Asia and Pacific Islands and works is across all sectors; energy, urban, transportation, social and ICT.
    From December 2007 to June 2016, he worked in private sector operations department of ADB where he most recently served as Unit Head of Private Sector Operations Department in India. He provided financing to private sector. He led several transactions across various sectors like power, gas, LNG, water, ports, transportation, capital markets using debt, equity, credit guarantees, and political risk guarantees.
    He has an MBA in Finance from University of Chicago, Booth School of Business.

    Mr. Colin Chen

    Mr. Colin Chen joined MUFG Bank in 2000 and has been involved in project financing for over 30 years.
    Over the course of his career he worked in London, New York and Singapore covering both advisory roles as well as arranging roles. He has been the Head of the Structured Finance for the Asian Investment Banking Division since 2015.
    The Structured Finance Department has responsibility for the Project Finance and Asset Finance business for MUFG in the Asia Pacific region.
    The Structured Finance team is located in Singapore and Hong Kong.
    He has a BSC (Hons) in Mechanical Engineering from the University Of Manchester Institute Of Science and Technology and an MBA from the University of Rochester, NY.

     

    Mr. Rustico Noli D. Cruz
    Vice President and the Head of the Program Development and Management I Department,
    Development Bank of the Philippines

     

    Mr. Rustico Noli D. Cruz is currently the Vice President and the Head of the Program Development and Management I Department of the Development Bank of the Philippines. He is a licensed Environmental Planner and a Certified Green Finance Specialist and holds degree in Master in Business Administration. He has more than 27 years of experience in banking, 10 years of which, as an Account Officer handling renewable energy projects and micro, small and medium enterprises and 17 years holding various positions in development banking particularly on sectors concerning energy, water supply, and sanitation.

     

    Mr. Mason Wallick

    • 20 years’ experience in energy investments in Southeast Asia, representing over US$70b of successful transactions through the capital structure from development funding through to project financing
    • Prior founder and CEO/MD of an energy advisory firm as well as founder and CEO/MD of a donor-funded impact-oriented renewable energy development services company in Southeast Asia (Infunde Development), and achieved a profitable exit in five years
    • Prior hedge fund, due diligence, and capital markets experience in Southeast Asia for a variety of recognized institutions

    Dr. Peter du Pont, Ph.D.
    Managing Partner, Asia Clean Energy Partners Ltd.
    Asia Regional Coordinator, Private Financing Advisory Network (PFAN)

    Dr. Peter du Pont is based in Bangkok and has more than 30 years’ experience developing sustainable energy and climate programs in the U.S. and Asia. He has carried out assignments related to the design, implementation, and evaluation of clean energy policy and plans, energy and climate finance, and climate change programs. He has worked in a variety of roles consulting and managing for non-profit and private consultancies and development agencies, with a focus on energy efficiency, renewable energy, finance and market incentives, and climate change. He manages an Asia-based international consultancy, Asia Clean Energy Partners, which provides services and solutions for clients in the development and business sectors. In his role as Asia Regional Coordinator for PFAN, he works with Country Coordinators across 12 countries to support development of a pipeline of quality, bankable clean energy projects through effective mentoring and networking, while also building strong linkages with debt and equity investors seeking opportunities across the region. Dr. du Pont has a masters degree in Public Health from the University of California, Berkeley, and a Ph.D. in Energy and Environmental Policy from the University of Delaware.
