Activities

  • Conducting analysis of challenges in implementing decarbonization technology in ASEAN, identifying the needs of local financial institutions, and organizing seminars to mobilize finance.

    Examples of Activities:
    ・Interviews and surveys of ASEAN local financial institutions to identify issues and needs
    ・Analysis of examples of "visualization" initiatives at financial institutions
    ・Exchange of views with financial institution officials (discuss measures to strengthen cooperation using the CEFIA forums)

    In addition, activities to accelerate project formulation originating from the flagship projects (technical themes) will be implemented.

CEFIA conducted the following studies for recognizing the current status and issues surrounding financial institutions in ASEAN region.

Baseline Study on Clean Energy Finance Initiatives and Challenges of Financial Institutions in the ASEAN Region (2021)

This report presents the findings of baseline study on the regulatory frameworks and survey of financial institutions aimed at identifying the bottleneck and enablers of cleaner energy finance in the ASEAN region. A survey questionnaire was disseminated to local financial institutions in several ASEAN countries, with supplementary follow-through interviews.



Transition Finance Accelerating the Shift to Low Carbon Economy (2022)

 

Building on the Baseline Study in 2021, this report deep-dived into understanding the challenges faced by the FIs in financing transition projects or initiatives. It also looked into the FIs financing programs, products and other initiatives that contributed to the shift to lower carbon economy. The objective of the Study is to present FI’s role in transitioning to zero carbon or low carbon.

This study aimed at advocating, to global financial industry, the importance of visualizing carbon emissions from financing by taking as a good example IFC’s CAFI® or the “Climate Assessment for Financial Institutions”. CAFI® was developed by IFC as a tool to enable financial institutions to measure GHG emissions from its financing to projects and visualize the impact by quantifying the emission reduction. This report explains why IFC came to develop CAFI®, how CAFI® works, how useful it is through interviews to financial institutions implementing CAFI®, suggesting that “visualization of carbon emissions from financing” is the key for accelerating decarbonization This report is written by DaoLogic Consulting, LLC (https://daologic.co/index.html) with support from International Finance Corporation (IFC).

CEFIA Finance Virtual Event (March 10, 2022)
The event introduced research activities to promote transition finance, introduce ASEAN activities in CEFIA's priority areas such as high efficiency building and smart technologies for energy efficiency, introduced ASEAN financial institutions' activities, and discussed the revitalization of financing for decarbonization projects.
